Introduction

Taiwan regulates cosmetics under the Cosmetic Hygiene and Safety Act, enforced by the Taiwan Food and Drug Administration (TFDA) under the Ministry of Health and Welfare. Since 1 July 2021, every general cosmetic local or imported must be notified through TFDA's online Cosmetic Products Notification Platform System before it can legally be sold, displayed, or offered as a trial in Taiwan. This is a data-submission system rather than a pre-approval review, but it still requires accurate, complete safety and formulation documentation behind it, and a Taiwan-based entity must act as the notification applicant.

No general cosmetics go through a notification (data submission) system, not a pre-approval review. However, your product must still be backed by accurate formulation and safety documentation, and specific-purpose products face a higher documentation standard.

No notification must be filed by a Taiwan-based legal entity, typically your local importer or an appointed representative. Spectra prepares the documentation your Taiwan-based applicant needs to notify correctly.

Three years from the date of notification. An extension must be filed at least three months before expiry to avoid a lapse.

Solid handmade soaps produced at facilities exempt from factory registration are exempt from the notification requirement but this exemption is narrow, so we confirm whether it applies to your specific product and production setup.

The PIF is Taiwan's equivalent of a structured safety and formulation dossier, similar in purpose to the EU's PIF. It's being phased in through 2026, so requirements depend on your product category and timeline we advise on what applies to your launch date.
