Introduction

As the broadest-application category, body lotions, butters, oils, moisturisers and lotion bars are assessed against a full-body exposure model - the highest total surface area and product volume of any leave-on cosmetic category - which sets the ceiling concentration for any active or fragrance ingredient in the formulation.

What Your CPSR Assesses

Full ingredient toxicological review against Annex II, III and IV

Full-body exposure and Margin of Safety calculation, reflecting the largest applied surface area among leave-on cosmetics

Physico-chemical and oxidative stability assessment matched to your specific format (lotion, whipped butter, oil or solid bar)

Fragrance and essential oil allergen screening against Annex III and current IFRA Standards

Emulsion or anhydrous system preservation review, appropriate to water content and packaging

Who This Is For

Bodycare brands producing lotions, butters, oils, moisturisers or solid lotion bars.

Why Brands Choose Spectra

Signed by a qualified Safety Assessor under Article 10(2), Regulation (EC) No 1223/2009 - recognised across the UK and EU, applying SCCS methodology.

Regulator-ready, or we revise it at no charge - our compliance guarantee.

PIF-ready - your report slots directly into your Product Information File, no reformatting required.

Clear turnaround options - standard delivery in 3-5 working days, with 48-hour and 24-hour priority options available.

Trusted by cosmetic and fragrance brands across the UK, EU, US, Middle East and Asia.

Your CPSR Deliverables

Your completed report is supplied ready for inclusion in the PIF, to the Annex I specification, in two parts:

Part A — Cosmetic Product Safety Information

      Quantitative and qualitative formulation data

Physico-chemical characteristics and stability over time

      Microbiological quality

      Impurities, traces and packaging material

Exposure and toxicological profile of the ingredients

Part B — Cosmetic Product Safety Assessment

      The Safety Assessor's conclusion

      Margin of Safety calculations

      Conditions of use and labelling

A signed compliance statement by a qualified assessor

Plus a digital compliance certificate confirming your product meets UK/EU cosmetic safety law. A Safety Data Sheet (SDS) can be provided alongside your CPSR as complimentary support (SDS cost not included in the CPSR price).

Legal Framework

Article 3 and Annex I, Regulation (EC) No 1223/2009

Schedule 34, Product Safety and Metrology etc. (Amendment etc.) (EU Exit) Regulations 2019 (SI 2019/696)

Annex III - fragrance allergen thresholds and current IFRA Standards

How It Works

1. Share your formulation - send your full INCI list with percentages, raw-material SDS and product label artwork.

2. We screen every ingredient - each ingredient is checked against the relevant UK/EU Annexes and current SCCS guidance.

3. We complete the assessment - a qualified Safety Assessor prepares and signs CPSR Parts A & B and builds your PIF-ready documentation.

4. You receive your file - your signed CPSR and supporting documentation are delivered within your chosen turnaround window.

Delivery options: Standard (3-5 working days, included) | Fast (48 hours) | Priority (24 hours)

Because full-body application involves the largest surface area and product volume of any leave-on category, which sets the most conservative safe concentration for any active or fragrance ingredient.

Yes — solid, anhydrous lotion bars have a different oxidative stability profile to water-containing emulsions, which we assess specifically for your format.

No — each product's specific exposure model sets its own safe fragrance ceiling; body butter's full-body use is generally more conservative than a smaller-area hand product.

The core review is similar; oil-based products have their own oxidative stability considerations that water-containing emulsions don't.

Whipped formats have an aeration-related stability consideration affecting shelf life, which we factor into the physico-chemical assessment.

This is a claims question; while we assess and minimise known allergens in the formulation, 'hypoallergenic' as a specific label claim needs its own substantiation approach, which we can advise on.
