Introduction
Taiwan regulates cosmetics under the Cosmetic Hygiene and Safety Act, enforced by the Taiwan Food and Drug Administration (TFDA) under the Ministry of Health and Welfare. Since 1 July 2021, every general cosmetic local or imported must be notified through TFDA's online Cosmetic Products Notification Platform System before it can legally be sold, displayed, or offered as a trial in Taiwan. This is a data-submission system rather than a pre-approval review, but it still requires accurate, complete safety and formulation documentation behind it, and a Taiwan-based entity must act as the notification applicant.
