Introduction

Lip products sit closer to the mouth than any other cosmetic category, carrying a real risk of incidental ingestion over repeated daily use. Your cosmetic product safety report applies a stricter exposure and ingredient-safety threshold than a standard skin product as a result, alongside the colourant and stability review every lip format needs.

What Your CPSR Assesses

  • Full ingredient toxicological review against Annex II, III and IV, applying an oral-ingestion-adjusted exposure model
  • Colourant purity and compliance check against Annex IV, particularly relevant for lipstick and tinted balm pigments
  • Flavour and fragrance allergen screening, common in lip balms and gloss formulations
  • Physico-chemical stability assessment matched to your format (stick, pot, tube or roller-ball)
  • SPF claim flag where a lip product includes UV filters, directing to separate efficacy-testing requirements

Because of the realistic risk of incidental ingestion from a product applied near and on the mouth, which lowers the acceptable exposure ceiling for active and fragrance ingredients.

No only Annex IV-listed colourants are permitted, and some carry specific restrictions or purity criteria for lip-area use given ingestion risk.

If genuinely fragrance-free, fragrance-allergen screening isn't triggered, though flavour ingredients can still carry their own safety considerations.

Yes an SPF claim requires separate efficacy testing beyond the standard CPSR, the same as any other UV-filter-containing product.

The core ingredient and colourant review is similar; gloss formulations often have a different stability profile due to higher oil content, which we assess specifically.

Some flavour and fragrance components are known sensitisers; we screen these the same way we screen fragrance allergens, regardless of whether they're labelled as "flavour" or "fragrance."
