Introduction

Sunscreens carry two layers of scrutiny beyond a standard cosmetic: UV filters are individually restricted to specific maximum concentrations under Annex VI, and any SPF or UVA claim must be substantiated by recognised efficacy testing before it appears on your label. Self-tan products, meanwhile, are assessed for DHA (dihydroxyacetone) concentration and its known interaction with UV exposure. Your CPSR addresses both categories on their own terms.

No SPF and UVA efficacy testing is a separate, specialist test conducted in addition to the CPSR; we flag this requirement and can point you toward accredited testing labs.

No only UV filters listed in Annex VI may be used in cosmetics at all, each with its own individual maximum concentration limit.

Yes self-tan is assessed for DHA concentration and stability rather than UV filter compliance, since most self-tan products don't provide sun protection unless separately formulated to do so.

Only if it contains Annex VI UV filters at a tested, substantiated SPF level — a tan alone provides negligible protection and this claim carries real regulatory risk if unsubstantiated.

The ingredient and UV filter review is the same, but stick, gel, oil and cream formats each need a stability assessment specific to their physical form.

Fairly often — SCCS opinions on UV filters are reviewed periodically, so we recommend re-verifying your filter's status if your CPSR is more than 1-2 years old.
