What Does a Cosmetic Product Safety Report Cost in 2026? CPSR Prices, the Complete Compliance Pack and Turnaround Explained
Partager
The short answer
At the time of writing a Spectra Cosmetic Product Safety Report for perfumes and fragrances starts at £84, and the Complete Compliance Pack covering the CPSR, Product Information File, Safety Data Sheet and SCPN or CPNP notification is £295. UK SCPN notification alone starts at £15 and UK and EU Responsible Person cover from £2,500 a year. Prices rise with complexity: water content, the number of ingredients and fragrances, actives, the number of variants and whether the report covers one market or both the UK and EU. Laboratory tests such as a preservative challenge test are bought separately.
Key takeaways
- A CPSR is professional time, so its price follows the work: an anhydrous perfume oil is a short assessment, a water based cream with six actives is a long one.
- Spectra's published prices are perfume CPSR from £84, Complete Compliance Pack £295, SCPN from £15 and Responsible Person from £2,500 a year.
- The report price does not include laboratory testing; water based products almost always need a challenge test, which is the cost that surprises first time brands.
- Ranges are priced per variant because the base is assessed once, so six scents cost far less than six separate reports.
- A complete submission is the cheapest way to lower your bill and your timeline, because missing fragrance documents cause queries, delays and sometimes reassessment.
- Very cheap flat priced reports leave out the toxicology, and the saving disappears at the first marketplace, insurer or Trading Standards request.
How much does a Cosmetic Product Safety Report cost is the most asked question in cosmetic compliance, and most pages either refuse to answer it or give one number that cannot be true for every product. It cannot, because a CPSR under Regulation (EC) No 1223/2009 and the UK regulation enforced through the Cosmetic Products Enforcement Regulations 2013 is qualified professional work, and the work varies by a factor of ten between a solid perfume with one documented fragrance and a water based face cream with actives, essential oils and a preservative system that needs a challenge test. This article gives Spectra's real published prices and, more usefully, explains exactly what moves them, so you can estimate before you ask.
It covers the price by product type, the six drivers of cost, what a CPSR price includes and excludes, how variants and ranges are priced, what dual UK and EU coverage adds, the laboratory tests that sit alongside the report and roughly what they cost, addenda and ongoing updates, the other compliance costs a launch budget must carry, why a very cheap report is expensive, how to lower your cost honestly, three worked budgets, and short answers to the other cost questions people ask, from testing and registration to licences that do not exist. Prices are those on our product pages at the time of writing; the page always governs.
What does a Cosmetic Product Safety Report cost by product type?
| Product type | Spectra price position | Why it sits there | Lab test usually needed? |
|---|---|---|---|
| Perfume, eau de toilette or parfum, solid perfume, perfumed oil or powder | From £84 | One base, one fragrance expanded to constituent level | No for alcohol perfumes and anhydrous oils |
| Range of scents on one base | Per variant, with a range discount | Base assessed once, each scent for its constituents | As above |
| Anhydrous beauty product: balm, body oil, butter, lip balm | Lower band | No water, no preservative system, short ingredient list | No |
| Soap, bath bomb, bath salts, shower product | Lower to mid band | Rinse off exposure, soap chemistry, colour and fragrance | Usually no |
| Water based lotion, cream, wash, shampoo | Mid band | Preservation, emulsion stability, more ingredients | Yes, challenge test; stability advised |
| Water based product with actives and several essential oils | Upper band | Margin of safety work per active, constituent work per oil | Yes, challenge test and stability |
| Baby, eye area, lip, sun and hair colour products | Upper band | Stricter exposure models, tighter microbiological limits, annex conditions | Yes for water based; SPF testing for sunscreens |
| Complete Compliance Pack: CPSR, PIF, SDS and SCPN or CPNP | £295 | Four deliverables from one submission | As the product dictates |
| UK SCPN notification alone | From £15 | Portal submission by the Responsible Person | No |
| UK and EU Responsible Person | From £2,500 per year | Legal role, file custody and regulator correspondence | No |
Bands overlap because products do. A body butter with one documented fragrance is a lower band product; the same butter with four essential oils and a botanical active moves up. Send the formula and you will get a figure rather than a band.
What are the six things that drive the price?
• Water. A water based product needs preservation reasoning, microbiological assessment and usually a challenge test, which adds both assessor time and a laboratory bill.
• Number of ingredients. Every substance needs a toxicological profile. Twelve ingredients is roughly half the work of twenty four.
• Fragrances and essential oils. Each concentrate is expanded to its constituents and every constituent of concern is assessed. Three essential oils is three sets of that work.
• Actives. Each ingredient with a systemic endpoint needs a margin of safety calculation with sourced data.
• Variants. Each scent, shade or size is assessed for how it differs. The base is assessed once, so ranges are cheaper per product but cost more than a single report.
• Markets. A report covering both the UK and EU screens two sets of annexes and applies two allergen regimes.
In practice
If you want a low cost Cosmetic Product Safety Report, make a product that is quick to assess: anhydrous, short ingredient list, one fully documented fragrance, one market. Every interesting addition lengthens the assessment, and honest pricing follows the assessment.
What is included in the price, and what is not?
A CPSR price covers the assessor's work: reviewing your submission, expanding fragrances to constituent level, compiling toxicological profiles, running exposure and margin of safety calculations, assessing preservation and stability from the evidence you supply, applying the annex screens, writing Part A and Part B, and signing. Spectra also includes reasonable queries and a check of your draft label against the Part B conditions. It does not include laboratory tests, which you buy from a laboratory and whose results feed Part A. It does not include the Product Information File, notification or Responsible Person unless you buy the Complete Compliance Pack or those services separately. And it does not include reformulation if a product cannot be concluded safe as submitted, although the assessor will tell you what would fix it. Ask any provider to state in writing what their price covers.
How are ranges and variants priced?
A multiple variant Cosmetic Product Safety Report assesses the base formula once and each variant for the way it differs, so six scents on one base cost far less than six single reports. Adding a variant later is an addendum at a modest fixed fee. Changing the base is a new report for the whole range, which is why the base should be settled before scents are multiplied. The saving grows with the range, and it is the main reason brands are advised to build on shared bases rather than formulating each product from scratch.
What does dual UK and EU coverage add?
A report that assesses against both the UK Cosmetics Regulation and the EU regulation screens every ingredient against both sets of annexes, applies both allergen labelling regimes and concludes for each market. It costs more than a single market report and far less than two reports, and it is the right choice for anyone selling in Great Britain and Ireland, into the EU, or across the whole UK including Northern Ireland, which follows the EU rules. Spectra prepares dual market reports as standard, so the question is usually not whether to pay for it but whether you have told us all the markets.
What do the laboratory tests cost?
| Test | When it is needed | Cost position | Typical turnaround |
|---|---|---|---|
| Preservative challenge test | Every water based product; anhydrous scrubs used in showers, water spiked | The most common lab cost, per formula | Around a month |
| Stability and packaging compatibility | Water based products and anything supporting a shelf life claim | Per formula and pack, often combined with challenge testing | Weeks to months by protocol |
| Microbial count | Batch release checks and some water based products | Low, per sample | Days |
| Human repeat insult patch test | Claims such as dermatologist tested or suitable for sensitive skin | Moderate, per product | Weeks |
| In vivo SPF test | Any product carrying an SPF number | The most expensive routine cosmetic test | Weeks |
| Gas chromatography of an essential oil | Naturals whose supplier data is thin | Modest, per oil | Days |
None of these is included in a Cosmetic Product Safety Report price and none can be skipped where the assessor requires it. Budget the challenge test for every water based product from the outset; it is the item that most often surprises a first launch, and its month long turnaround is more disruptive than its price.
What do addenda and updates cost?
A CPSR has to stay current, and the instrument is the addendum: a dated, signed amendment covering a new variant, a supplier change, an allergen list change, a new market or an annex amendment affecting an ingredient. Spectra prices addenda at a fixed modest fee, far below a new report, and monitors regulatory change for products we have assessed. A sensible budget carries a small annual allowance: a brand that changes a fragrance supplier twice a year and adds two scents will use it, and the expanded EU allergen list alone will generate addenda across most fragranced ranges before the 2028 deadline.
What else belongs in a compliance budget?
The Cosmetic Product Safety Report is the scientific core, not the whole cost. The Product Information File is your time or a service fee. SCPN and CPNP notifications are free to submit or a service fee, from £15 with us. A Responsible Person costs nothing if you are established in the market and can be your own, and from £2,500 a year if you need one in the UK or EU. Product liability insurance is annual. Label design and review is a one off per artwork. Regulatory monitoring and addenda recur. The Complete Compliance Pack at £295 bundles the four documents for brands that want a single figure rather than four invoices.
Why is a very cheap CPSR expensive?
Because the hours are the product. A provider offering every product at a flat, very low price is not doing the toxicology, and the report shows it: template profiles with no sources, no exposure or margin of safety calculations, a fragrance treated as a single line rather than expanded to constituents, no allergen declaration and a Part B with no conditions. Such a document may technically exist, but it fails the moment anyone reads it properly, and the people who read it properly are marketplace compliance teams, insurers after a reaction, and Trading Standards officers. The brand then pays for a proper report on top of the cheap one, sometimes after a listing suspension. Compare quotes on the sample Part B, not the price.
Ask yourself
When you compare two CPSR quotes, are you comparing the same work? Ask each provider for a redacted Part B. If one has a margin of safety table and an allergen declaration and the other has a paragraph and a stamp, the price difference is the work difference.
How do I lower the cost honestly?
• Submit complete documents. Exact percentages, SDS and specifications, IFRA certificates and allergen statements with percentages. Incomplete submissions cost the same and take weeks longer.
• Start anhydrous. Balms, oils and solids avoid challenge tests and sit in the lower band.
• Build ranges on shared bases. One multiple variant report instead of several.
• Decide your markets before assessment. A dual market report from the start beats a single report plus an addendum.
• Choose well documented ingredients. Well characterised materials assess faster than novel ones.
• Fix the base before adding scents. A base change is the expensive event.
• Ask before you formulate. One conversation catches the ingredient that would have forced a reassessment.

The other cost questions people ask
• How much is testing? Depends on the test; the challenge test is the common one and SPF the expensive one. See the table above.
• How much does it cost to register a cosmetic? SCPN and CPNP are free to submit; our service fee starts at £15. FDA registration and listing are free to file.
• How much does certification cost? There is no cosmetic certification in the UK or EU. What people mean is the CPSR.
• How much is a licence? No licence is required to sell cosmetics in the UK or EU.
• How much to start a skincare brand? From the low hundreds for one anhydrous product in one market to several thousand for a water based range across two markets with testing and Responsible Person cover.
How much does a Responsible Person cost? Nothing if you are established in the market and act for yourself; from £2,500 a year for our UK and EU service.

Myths we hear
• A CPSR costs the same for every product. It costs what the work costs, and the work varies tenfold.
• The cheapest quote is the same document. Only if the same assessment was performed.
• The price includes the challenge test. Laboratory tests are separate.
• There is a CPSR certificate with a price. There is no certificate; the report is the deliverable.
• Testing is optional once the report is written. The assessor cannot conclude without the tests they have specified.
What to do this week
• List your products and mark each anhydrous or water based, single or range, one market or two.
• Gather fragrance documents; missing ones turn a quote into an estimate.
• Request a quote with the actual formula.
• Ask for a redacted Part B alongside the quote.
• Budget a challenge test for every water based product now.
The honest answer to what a Cosmetic Product Safety Report costs is that it depends on the product, and this article has told you exactly how. For a figure rather than a band, send the formula. For a range of scents, start with our fragrance CPSR, and for the whole chain in one price the Complete Compliance Pack is where most first launches land.
