What is a CPSR?

A Cosmetic Product Safety Report is the legal safety assessment every cosmetic needs before it is sold in the UK or EU. Part A holds the safety data (formula, stability, microbiology, exposure). Part B is the qualified Safety Assessor's signed conclusion.

Regulation (EC) No 1223/2009, Annex I

Do I need a licence to sell cosmetics in the UK?

No licence is required. What the law requires is a signed CPSR, a Product Information File, a UK Responsible Person and an SCPN notification before the product is sold.

Do handmade and small-batch cosmetics need a CPSR?

Yes. Handmade soaps, balms, bath bombs and massage candles all need a CPSR, a PIF and a notification before they are sold, whatever the volume.

What is the difference between SCPN and CPNP?

SCPN is the UK government portal for products sold in Great Britain. CPNP is the European Commission portal for products sold in the EU. Selling in both markets means notifying on both.

What is a Product Information File (PIF)?

The PIF is the full dossier for one product: the CPSR, product description, manufacturing method (GMP statement), proof of claimed effects and animal-testing data. It must be kept for 10 years after the last batch is placed on the market.

Regulation (EC) No 1223/2009, Article 11

Do I need a UK or EU Responsible Person?

Yes. Products sold in Great Britain need a Responsible Person based in the UK, and products sold in the EU need one based in the EU. Brands outside those markets usually appoint a service like Spectra.

How long does a CPSR take?

Standard delivery is 5–7 business days, Fast is 3–5 and Priority is 1–3, counted from receipt of your complete formulation data. You choose the speed at checkout.

Ready to sell your products legally?

Order today and a Safety Assessor starts on your file as soon as your formulation arrives.
